Regarding your property question, you own to the perimeter of your lot, and it doesn't matter if there is a sidewalk or not. If you are in a subdivision, it would be described as a platted lot, and would extend to the edge of the street. If they refused to move after being asked, and the cops didn't help with the trespassers/litterers, than, I guess the only thing I can suggest is a fence!
